Justice Minister oversteps authority with Compliance Department

PHILIPSBURG -- Is Justice Minister Anna Richardson overstepping her authority with the establishment of a Compliance Department? That could very well be, given the fact that establishing new departments needs the approval of Parliament. So far, Parliament has taken no decision about this entity.
