Current formation plan prison presented in Parliament

PHILIPSBURG — During an urgent meeting of Parliament on Wednesday, May 29, 2019, regarding the management structure of the detention facilities on St. Maarten, minister Wycliffe Smith deputizing for the minister of Justice, Cornelius De Weever, gave a short presentation outlining the current formation at the prison.

This urgent meeting of Parliament was requested by members of Parliament Tamara E. Leonard, Sidarth M. Bijlani and Jules C. James on May 24, 2019, and registered by incoming document IS/1059/2018-2019. The agenda points for this urgent meeting regarded two topics, namely the management structure of the detention facilities on St. Maarten and the status and significance of the Progress Committee reports recommendations.

According to the minister the current formation at the prison is 88 FTE’s. There are currently 27 vacancies of which three have received a job offer. Minister Smith further more mentioned that 20 new recruits will start training in June.

Minister Smith explained that the new interim director, Alwin Keli, started March 26, 2019, at the request of the minister of Justice while awaiting his formal appointment as prison director.

The interim director is presently reviewing the draft prison function book. This final draft was created in close cooperation with Balans Consultancy bureau and was reviewed by the previous management team, the minister explained.

Finally, minister Smith pointed out that the interim director now has the opportunity to review the final draft and to provide input needed to finalize the formation plan of the prison before yielding the floor back to the president of Parliament.
